If a foreigner registers an address for more than 30 days and does not yet have PESEL, the number is generally assigned automatically as part of that procedure.

Application without address registration

If PESEL is required under a specific legal provision, an application may be filed with the municipality citing that legal basis. Merely wanting a number without a defined purpose may not be sufficient.
